District Judge Dean Fowler Upshur County District Judge Dean Fowler has pleaded guilty to DWI. County Judge Todd Tefteller sentenced Fowler to one year deferred adjudication probation. Officers arrested Fowler in September following a wreck on Highway 154. Smith County DA Jacob Putman was the special prosecutor in the case.
