A Wood County grand jury indicted Pct. 2 Constable Kelly Smith for alleging he lied in a legal document. In addition, Smith is under a federal indictment for accusations of ordering his police dog to bite someone who was not threatening. According to federal court records, the latest charge came down on Feb. 8, while a grand jury issued the first indictment in November. The investigation is ongoing by the FBI Dallas Field Office.
