Second Bi-State Escapee Captured

J.C. KirbyAustin officials captured the second fugitive who escaped the Bi-State Jail in Texarkana on July 7. They took J.C. Kirby into custody in Austin, where he had reportedly blended into the city’s homeless population. He was booked into the Travis County Jail and is awaiting transport to Bowie County.
