Arrest Made in Talco Shooting

The man shot in the neck in the parking lot of the Talco Quick Track on Hwy 271 in Titus County has been identified as 32 year old Charles Spiegel of Midlothian. He and a friend had reportedly gotten lost on County Road 1360 and were trying to get back to 271 when they came across Ricky Wayne Allen standing in the middle of the road screaming and waving his arms.  They didn’t stop, and Allen allegedly followed them to the store, and opened fire on Spiegel’s vehicle. Allen was later arrested  by Constable Chris Durant and reserve deputy Harold Conner and charged with DWI and Aggravated Assault with a Deadly Weapon.
