The Texas House of Representatives has officially passed the constitutional-carry handgun legislation on a vote of 87-58. The controversial bill now heads for further debate in the state Senate. Democratic State Representative Ana-Maria Ramos argued, unsuccessfully, that there is no proficiency test, no safety training, or anything before carrying a handgun in public.
