East Texas Cop Killer Competent For Execution

A judge has determined Randall Wayne Mays, 58, is competent for execution. Mays killed Henderson County Sheriff’s Deputy Tony Ogburn and officer Paul Habelt in May 2007. The shootings occurred after Mays barricaded himself in his house in Payne Springs. He is on death row.
