East Texas Officer Cleared In Fatal Shooting

An East Texas police officer has been cleared in a fatal shooting that occurred in August in the parking lot of a Walgreen’s in Longview. Longview officer Emit Kennedy has been no-billed by the Gregg County Grand Jury in the fatal shooting of 23 year old Devin Dial. Kennedy had responded after an off-duty police officer had called police after noticing a man with a mask covering his head moving his vehicle to a part of the parking lot which was out of view of a security camera. Dial got out of his vehicle, brandishing a hand gun and was fatally shot.
