54 year old Cynthia Hillard Campbell of Mt Pleasant has pleaded guilty to conspiring to steal more than $1.2M in federal funds. She was the former comptroller of the now-defunct Northeast Texas Opportunities, known as NETO. It served the elderly, children, and people in need. Campbell is the lead defendant of 11 former NETO employees named in an indictment unsealed last March. She entered her plea before U.S. Magistrate Judge Caroline Craven in Texarkana. Campbell is represented by attorney Heath Hyde of Sulphur Springs.
