Old Picture Rockwall County Jail
A hearing was held Friday in New Boston for a Telford State Prison Unit inmate accused of beating a correctional officer to death. Prosecutors are seeking the death sentence against the suspect, 39 year old Billy Joel Tracy Friday’s hearing concerned DNA and other forensic evidence. Tracy was wearing a device at the hearing that was capable of delivering a high voltage shock. Tracy is being represented by Mac Cobb of Mt. Pleasant.
