Homeless Advocate Jailed In Longview

An East Texas man described as a homeless rights advocate was arrested Wednesday for allegedly stealing an electric shopping cart from the Longview Walmart. Edward Mark Dickard, 52, who says he himself is homeless, was charged with theft of more than $2,500 but less than $30,000 and is being held without bond in the Gregg County Jail.
