Sulphur Springs police arrested a Barksdale, Louisiana man last night on sex charges. 27 year old Philip Justin Rhone was booked into the Hopkins County jail for online solicitation of a minor – sexual conduct and sexual assault of a child. The arrest took place at a local hotel after officers were notified by the victim’s parents. Bond was set at a total of $200,000.
