A federal judge in Florida has ordered a mental evaluation for an East Texas man who allegedly tried to purchase a child on the dark web that he could murder, sexually assault and cannibalize. Officials arrested 21-year-old Alexander Nathan Barter, of Shelby County, earlier this month after an investigation involving Florida, federal and Texas authorities.
