A Bowie County registered Sex Offender was arrested after he was caught peeping into a child’s bedroom window. A homeowner captured video of a prowler in the fenced back-yard of their home and notified detectives. The suspect was identified as 63-year-old Harold Gene Spicer and he was arrested for Voyeurism of a Child Under the Age of 14. He was being held in the Bowie County jail.
