The Texas Legislature passed 23 new laws that go into effect on January 1. The majority of them deal with tax requirements or tax-exemption statuses. For example, one new law allows foodservice establishments to be reclassified as restaurants if alcohol sales are under 60% of overall sales. Another forbids tax assessors from including personal chicken coops or rabbit pens in the value of a home.
