An Oklahoma Highway Patrol captain has pleaded not guilty to trying to blackmail the commissioner of the state Department of Public Safety. Capt. Troy German entered the plea in Oklahoma City on Friday, the day after he was indicted. German was released on a personal recognizance bond. German’s lawyer says his client “100 percent” denies the allegation that he tried to extort Commissioner Rusty Rhoades.
