The Paris City Council has approved the sale of certificates of obligation totaling more than $46 million. The city will use the money to replace the Water Treatment Plant. The certificates’ rate is about 2.21 percent, which is less than the city had initially planned. A semi-annual sewer rate increase for city water users will help pay for the project.
