Paris Police Officers responded to a welfare concern in the 1100-block of NE Loop 286 around noon Friday. Officers received information from a complainant that he had not heard from his brother in a few days. Officers located the subject, Billy Joe Higgins, 88 deceased inside his travel trailer at this location. The cause of death appears to be natural causes at this time.
