GREENVILLE: The Texas Water Development Board (TWDB) approved, by resolution on July 23, 2024, financial assistance for $90,500,000 in financing from the State Water Implementation Fund for Texas (SWIFT) program to the City of Greenville. The City will use the assistance to plan, acquire, design, and construct a water supply project.
The City could save approximately $9,900,000 over the life of the loan by using the SWIFT program.
With the assistance approved, the City will plan, design, and construct a second water treatment plant to meet projected water needs. The new plant will have an initial capacity of 12 million gallons per day, with the ability to expand to 24 million gallons per day to meet future demand.
The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
The SWIFT program includes the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIFT). Greenville will use the revenue bonds issued through SWIRFT for the program.
On August 27, 2024, the City Council approved an ordinance authorizing the City of Greenville to enter into a Financing Agreement with the TWDB to borrow $90,500,000 to construct a second water treatment plant to meet projected needs.
