It took 19 of 31 Texas Senate members to move a bill to the floor for a debate. Now that Republicans are down to 18 members, they’ve lowered that threshold to 18. East Texas Senator Bryan Hughes authored the resolution. Senate Democrats all voted against the measure. It’s now virtually impossible for Democrats in the Texas Senate to block Republican legislation.
