State Senator Bryan HughesA bill authored by State Senator R-Mineola Bryan Hughes which would make fathers owe child support starting at conception, passed the Texas Senate floor by a 31-0 vote on Thursday. The bill creates the case that the cost of caring for a child begins at conception rather than birth. The measure must still pass through the House of Representatives before being signed into law.
