A cellphone video taken by a civilian witness has surfaced of a Harris County deputy fatally shooting an unarmed black man with his pants around his ankles. The man allegedly failed to listen to officers and continued to approach them in a threatening manner. The recording cuts out as the Harris County Deputy shoots because of a car passing in front of the cellphone.
