A 28-year-old Winnsboro man has reached a plea-bargain with Eight Judicial District Assistant District Attorney Clay Harrison on felony drug charges. Justin Blaine Sicard had been indicted for Possession, and Manufacture or Delivery of more than four but less than 200 grams of methamphetamine after his arrest by SCU officers. He was sentenced by Judge Eddie Northcutt to 15 years in prison.
