The Executive Committee of the Board of Directors of the Ark-Tex Council of Governments will meet at 10:00 a.m., Thursday (Apr 28) at the Titus County Extension Office, 1708 Industrial Road, Mt. Pleasant, Texas.

Item 4. Approve the minutes as submitted by the Ark-Tex Council of Governments Executive Committee Meeting held Thursday (Feb 25) in Mt. Pleasant, Texas.

Review and Comment
Items 5, 6 & 7 to be presented by staff member Paul Prange.

Item 5. Review and comment on an Environmental Assessment to the Texas Commission on Environmental Quality (TCEQ) for proposed Federal Operating Permit by Midcontinent Express Pipeline LLC to
authorize operation of the Atlanta Compressor Station located on County Road 4223 near Atlanta, Cass County, Texas.

Item 6. Review and comment on an Environmental Assessment to TCEQ for proposed Beneficial Land Use Renewal by Terra Renewal Services, Inc. to authorize land application of wastewater treatment plant
sludge and water treatment plant sludge for beneficial land use located west of Daingerfield, Morris County, Texas.

Item 7. Review and comment on an Environmental Assessment to TCEQ for proposed Sludge Permit Renewal by Texas Microbial Applications, Inc. to authorize the processing of wastewater treatment plant sludge
by composting at the facility located south of the St. Louis Southwestern Railroad in Sulphur Springs, Hopkins County, Texas.

Items 8, 9 & 10 to be presented by staff member Vickie Williamson.

Item 8. Review and comment on an application to the U.S. Department of Agriculture, Rural Development, by the City of Nash for a Communities Facilities grant of $75,000 for the purchase of two police vehicles.

Item 9. Review and comment on an application by Cooper Independent School District to the Department of Health and Human Services, Office of Head Start, for a grant of $339,317, to be matched with $84,249 cash and in-kind, for continuation/refunding of Head Start.

Item 10. Review and comment on an application by Paris Independent School District for Lamar County Head Start with the Department of Health and Human Services, Office of Head Start, for a grant of $1,412,481, to be matched with $353,121 cash and in-kind, for continuation/refunding of Head Start.

Item 11. Review applications and approve priorities/recommendations established by the Regional Criminal Justice Advisory Committee (RCJAC) concerning projects submitted to the Office of the Governor,
Criminal Justice Division, for funding consideration in the following categories (To be presented by staff member Patricia Haley) (See Attachment 1 – Additional attachment to be emailed before Board Meeting):

a) Violence Against Women Justice & Training Program (Grant period: 09/01/16 – 08/31/17)

b) General Victim Assistance – Direct Services Program (Grant period: 10/01/16 – 09/30/18)

c) Juvenile Justice Grant Program (Grant period: 09/01/16 – 08/31/17)
d) Justice Assistance Grant (JAG) Program (Grant period: 09/01/16 – 08/31/17)
