Joint Agenda Northeast Texas Economic Development District And Ark-Tex Council Of Governments Board of Directors Meeting, September 26, 2019.

The Northeast Texas Economic Development District (NETEDD) and Board of Directors of the Ark-Tex Council of Governments (ATCOG) will meet at 10:00 am, Thursday, September 26, 2019, at Two Senoritas, located at 2601 W Ferguson Road, Mt Pleasant, Texas.

Item 4. Approve the minutes as submitted of the NETEDD meeting held Thursday, August 29, 2019, in Mt. Pleasant, Texas. (see page 4)
Item 5. Review and consider approval of NETEDD’s portion of ATCOG’s Financial Plan for the fiscal year ending September 30, 2020. (Handouts provided at the meeting; to be presented by Executive Director Chris Brown) It concludes all NETEDD agenda items. ATCOG Board of Directors Agenda Items
Item 6. Approve the minutes as submitted of the ATCOG Board of Directors Meeting held Thursday, June 27, 2019, in Mt Vernon, Texas. (See page 8)

Item 8. The Board of Directors will recess the Open Session and go into Executive Closed Session. They will discuss personnel matters as allowed in the Texas Open Meetings Act, Section 551.074, Executive Director’s performance evaluation. Open Session/Review and Comment
Item 9. The Board of Directors will reconvene in Open Session and take action on Item 8, as necessary. (To be presented by Board President, Judge L.D. Williamson)
Item 10. Review and comment on an application by Atlas Roofing Corporation to the Texas Commission on Environmental Quality (TCEQ) for renewal of Air Quality Permit Number 88397, which would authorize continued operation of the asphalt roofing manufacturing facility located at 1100 East Georgia Pacific Drive, Daingerfield, Morris County, Texas. Review and comment on an application by the Federal Bureau of Prisons to the TCEQ for renewal of Air Quality Permit Number 89807, which would authorize continued operation of a correctional Institute located at 4001 Leopard Drive, Texarkana, Bowie County, Texas. Item 12. Review and consider approval of ATCOG’s Financial Plan for the fiscal year ending September 30, 2020. Item 15. Review and consider adoption of the ATCOG Flexible Benefits Plan Cafeteria Plan for FY 2020, as authorized under Section 125 of the Internal Revenue Code of 1986. (See page 21 and addendum page 25; to be presented by staff member Leslie McBride)
Item 16. Review and consider approval of revisions to the Regional Criminal Justice Advisory Committee (RCJAC) Bylaws. (See page 22; to be presented by staff member Patricia Haley)
Item 17. Review and consider approval for ATCOG’s Executive Director to enter into a 2-Year contract with East Texas Police Academy/Kilgore College (ETPA), based on the 2-Year grant period and the proposal submitted by ETPA. (See page 33; to be presented by staff member Patricia Haley)
Item 18. Review and consider approval of the updates/requirements related to ATCOG’s law-enforcement training tuition funding. (See page 61; to be presented by staff member Patricia Haley)

Other Business Item 20. ATCOG 50th anniversary presentations. Announcements The next Executive Committee Meeting will be Thursday, October 31, 2019, at 10:00 am at the Titus County Extension Office in Mt. Pleasant, Texas. The 4th Annual Northeast Texas Transportation Summit will be held at the Sulphur Springs Country Club on October 30, 2019. The keynote speaker is Vince Haggard with the Federal Railroad Administration. Judge James Carlow, Bowie County Judge, will be retiring on September 30, 2019. ATCOG appreciates his many years of service on the ATCOG Board of Directors.

Judge Carlow was not able to attend the meeting today, so Board President L.D. Williamson and Executive Director Chris Brown honored him with a plaque. It was in appreciation at the Bowie County Commissioner’s Court meeting on September 23, 2019.
Round 2 of public meetings for the TxDOT TTP-2050 will occur Tuesday, October 8 in Tyler and Wednesday, October 9 in Arlington. (See page 65)
