Lubbock police arrested 35 year old Anthony Wayne Dugan on Hopkins County warrants for Failure to Appear and Bail Jumping. Dugan, who was working as a bartender in Lubbock, was transported back to Sulphur Springs where his new bond was set at $40,000.
