Sulphur Springs police made contact with 37 year old Edward Isaac Ruschenberg on Jefferson Street and arrested him on an Upshur County warrant for bond forfeiture. After he was arrested, officers found several baggies of methamphetamine in his pocket, and he was also charged with Possession of a Controlled Substance.
