Scientists at the National Oceanic and Atmospheric Administration are discussing a return of El Nino later this year. Even though the phenomenon occurs thousands of miles away, it can impact the weather in Northeast Texas. El Nino usually results in cooler than normal temperatures and possibly above normal precipitation for much of the area.
