The Texas National Guard soldier who lost his life last week wading into the Rio Grande to save two migrants struggling to cross into the U.S. was defying orders. According to Texas Adjutant General Thomas Suelzer, who explained those orders to lawmakers at the state capitol. Suelzer added that Specialist Bishop Evans of Arlington was not wearing a flotation device when he went into the river. There are only 190 of them for over 6,000 National Guard soldiers on the border.
