The judges of the biggest counties in Texas say they need more authority to protect their residents during the pandemic. Tarrant County Judge Glen Whitley is a Republican, but he says Texas is too big for Governor Abbott to issue a state-wide ban on mask requirements or capacity limits. The Department of State Health Services says hospitalizations have dropped from their peak earlier this month, but some areas still have zero pediatric I-C-U beds available.
