Upshur County District Attorney Billy Byrd says the driver in a fatal June wreck that killed two Upshur County teens has not been charged, despite a published DPS report. An earlier report erroneously stated that 23 year old Robert Frazier had been charged with two counts of intoxication manslaughter and two counts of intoxication assault. Bailee Russell and Haley Johnson died in the crash.
