The man arrested following a fatal shooting at a Mobile Home Park in Texarkana has been identified by Bowie County deputies. After 40 year old Donnie Smallwood was shot multiple times at his home, Randall Foster fled the scene and was traced to a home in Maud. Deputies surrounded the home and Foster surrendered without incident.
