Bossier City PD detectives have issued an arrest warrant for a Northeast Texas man for video voyeurism. Russel Cole Harty, 34, of Gladewater, is accused of placing a mobile phone under a dressing room partition at a store to photograph or video a 17-year-old girl who was trying on clothes in a dressing room. Harty is a registered sex offender and remained at large.
